To prevent this, a change in technologicalparadigms and lifestyles is necessary. Japan has a rich reservoir of expertise andtechnology that can be used for the conservation of the global environment and it canplay a leadership role in the realm of environmental protection. Moreover, it has aculture that puts great store on harmony between artifact and nature. The problemof global warming is now being addressed under a world treaty designed to curbemissions of carbon dioxide. But Japan’s efforts leave much to be desired. Japan seemsto lose a unique opportunity in bringing consensus on the issue of global emissions inthe forthcoming Kyoto summit.China, which is likely to become an economic giant in the near future, may becomea major environmental threat because of industrial pollution. Japan can thereforerespond positively by exporting pollution control technology to China -- a move that isin the mutual interests of both nations. Indeed, the environmental pollution resultingfrom China’s industrialization should be seen as providing a new opportunity for Sino-Japanese cooperation, not as a threat from China. Disposal of nuclear waste fromnuclear power plants is yet another environmental problem the world has to tackle.Here too, Japan can assist other nations in lessening the impact.E.Developmental policy: ODA and its reformThe formation of the New World Social and Political Order is affected greatly byhow well Japan can deliver its assistance to developing countries. Although levelingoff due to recent budget cuts and wavering public support, Japanese ODA is still oneof the two largest assistance programs in the world.
