they resort to military power to resolve conflicts among themselves. This is a verygood development in the cause of international peace. Japan must, therefore, makeefforts to consolidate this security community and get as many countries as possibleinvolved in such initiatives. For instance, cooperation with KEDO is an effective wayto meet perceived threats from North Korea.In many war-savaged and poor countries, public suffers from a series of healthrelatedproblems leading to malnutrition, starvation and even death. Japan can assistin developing a suitable health policy in those countries, and in formulating the policiesof World Health Organization. The aging societies in many countries can benefit fromthe knowledge and expertise gained by Japan in tackling its own rapidly aging society.B.International collaborationJapan’s relationships with other countries will largely determine how it cancontribute to the formation of the New World Order. In this connection, Japan willhave to play an increasingly proactive and constructive role. The relationships withUSA, Europe and Russia must be assessed objectively. Japan needs to assert itsposition with these countries in all issues without any fear of backlash. Japan needsa somewhat different approach with Asian countries. While it has been successful indeveloping businesslike working relationships with key countries, it still lacks a widepopular appeal. Japan must, therefore, try to develop confidence-building measures.For instance, Japan must be willing to develop a framework for examining thecritical historical issues in a scholarly open way. The relationships with China andIndia, which are rapidly emerging as major economic, political and military powersin Asia, are very important. In my opinion, the strength of, and gains from, Japan’srelationship with other countries in the future will depend on successful cooperationin three key areas:(a)Securing economic and political future,(b)Entrenching the582
