The merchandise surplus it has accumulated over the years is the result of the globaldemand for its inexpensive, high-quality products. Capital-wise too, it performed wellthrough the acquisition of U.S. bonds, large-scale overseas development assistance(ODA)and other measures. When it comes to the role of absorbing excess globalsupplies in goods and capital, and as an arbitrator of international disputes, theJapanese record is mixed. Recently, there has been some progress in the import ofgoods and the logistic support to UN operations but there is still plenty of room forfurther growth.I believe that Japan needs to pursue the following to enhance its contributions inthe formation of the New World Order.? Japan must first integrate the security, political, and economic dimensions ofbilateral and multilateral relationships with other countries, by considering themin their regional and global, not only the bilateral context.? It must formulate a coherent, consistent, and comprehensive international aidpolicy.? Japan must plan scenarios for the relationship with each major country inorder to maximize areas of cooperation, enhance benefits from competition, andminimize areas of conflict;? Japan must make more efforts to engage in pragmatic, results-oriented problemsolving in various parts of the world.? It must foster its global policy continuity and consistency. There is a feeling inseveral quarters that Japan’s policy is inconsistent with its own ideals or even itsown practices followed in Japan.Japan’s role in the formation of the New World Order becomes clearer if we canassess its potential contributions to five major areas of world development:580
