第14回最優秀賞its public for the support of peacekeeping, and, with the standing welcome whichexists amongst almost all UN members for Japan’s participation, this is an essentialprerequisite for taking on permanent membership of the UN Security Council.Even if the practical - and especially military - contribution may be somewhatmodest at present, the symbolism of the‘blue helmet’confirms Japan’s support ofinternational peace and security within its capabilities and limitations. Yet Japanmust be communicative about its limitations. International public opinion has respectfor pacifism, and Japan should integrate its‘new internationalism’with a form ofproactive pacifism. This must be a departure from Japan’s insular, isolationist pacifismwhich has dominated for decades: proactive pacifism should constitute a dynamicinternational advocacy of peaceful settlement and disarmament, and the promotion ofArticle 9 of the constitution as a global public good. 27 This could be a central part ofJapan’s‘global mission’. This would perfectly combine the internationalist aspirationsof Japan with its political and cultural complexion.ConclusionAchieving a Vision: Confronting Taboos, Communicatingand Leadership at Home and AbroadThe preceding discussion has demonstrated that Japan can undoubtedly play aconstructive role internationally in support of certain‘public goods’, but within theframework of its political culture. My central argument is that, whilst this frameworkdoes involve practical limitations - which must not be obscured - it can also be astrength.
