international vision in the areas of humanitarian assistance, development, preventivediplomacy and peacekeeping, and arms control and disarmament, underpinned byuniversal ideals of freedom and democracy. 1Observing a great transformation ininternational politics and the search for a New World Order, it is Japan’s responsibilitynot only to provide financial and material resources and other economic cooperation,but also to make“active personnel contributions commensurate with its internationalstanding.”2A similar outward-looking and progressive agenda is reflected in the themeof the creation of a new international order through a‘multi-tiered architecture’comprising the global framework, regional arrangements and bilateral cooperation.In an interdependent and globalizing world an array of multifaceted multilateral andbilateral networks are essential, within which“Japan has come to hold both a highstake...and a significant responsibility for the peace and stability of the world.”3 Sucha vision presents Japan as constituting an integral component - and potentially at thecore - of a matrix of governance arrangements. At the heart of Japan’s contribution toa stable international society is its commitment - demonstrated by its substantial andtangible financial outlays - to‘people centred development’which addresses the basichuman needs which are essential for a just and equitable world society. According tosuch an agenda, Japan would appear to be articulating a creative and forthright visionof its responsibilities for a New World Order, emboldened with a sense of leadershipin those areas of policy in which it has a comparative advantage. 45261 Address by H.E.
