Political commentary, both inside and outside Japan, is loaded withexpectation concerning Japan’s‘role’, terminology which assumes that Japan has aresponsibility to engage the world more than it has over the last fifty years, and thatit has the capability to contribute positively to human welfare on an internationalscale. Japan’s leaders have largely embraced this expectation, asserting that Japanis willing and able to take on a political role commensurate with its economic andtechnological might, in the interests of international peace, security and humanwell-being. As a central part of this, Japan has been seeking to demonstrate itscommitment to international organizations, and most notably seeking to take onthe responsibilities incumbent upon permanent membership of the United NationsSecurity Council.In the context of the New World Order this involves an active contributionto upholding‘international public goods’and the norms and structures of globalgovernance. Countries which benefit most from the international system have a dutyto actively uphold the norms of international society and promote, support, or createpublic goods for the benefit of all, in areas such as international peace and security,the environment, international law, and development.
