The thrust of this campaignhas been an attempt to articulate a creative, progressive vision of international politicsand to outline an agenda to address common challenges. However, a number ofconstraints must be tackled by Japan’s leaders and public in order for its burgeoninginternational role to be credible. The central issues are whether Japan’s politicalstructure, its culture, its historical experiences, and its constitution are obstacles toforthright and creative leadership qualities and the communication of a convincing‘global vision’.Japan can undoubtedly play a constructive role internationally in support of certain‘public goods’- such as in development, the environment, and peace and security- but within certain bounds. Japan is developing a fledgling‘global vision’and it isalready contributing a great deal in many areas of human security which underpininternational peace, but it does not necessarily fit in with the dominant and traditionalmodels of‘international leadership’, power, and‘high politics’. Still, Japan must behonest in articulating a role which embraces its cultural and political traditionsand transforming these into an asset. In this way, Japan can act as a pivotal bridge521
