On the other hand, the end of the Cold war has set in motion politicaland economic forces which underscore the need for an even stronger internationalorganisational and normative framework to deal with the fundamental challenges ofthe post-Cold War era.As the world moves into the twenty-first century, mankind is acutely aware ofthe critical weaknesses in the prevailing system. Incidents of human rights abusehave not abated. Racial hatred has led to civil strife in American cities. Ethnic andreligious intolerance is tearing Central Europe asunder, and migrants in the recentlyre-united Germany are targets of neo-Nazi purists. Drought, famine and hunger areslowly consuming the Horn of Africa resulting in untold human suffering and forcedmigration of thousands of people.The gap between the rich and the poor countries continues to widen, with manyAfrican, Asian and Latin America countries caught in webs of economic decay anddebt crisis. Attempts at implementing economic structural adjustment programmesare revealing the intractable nature of the socio-economic and democratise thepolitical systems are exhuming ethnic rivalries which Third World leaders have beentrying to bury as a part of their nation-building efforts. Meanwhile, lives are still beinglost as apartheid and ethnic rivalries continue in South Africa, and drums of war arerumbling in the Middle East as Iraq and the US-led alliance stand confronting eachother. Elsewhere, in the Middle East, the Palestinian-Israeli problems continue to defyresolution.The global warming resulting from the erosion of the protective ozone layer,accompanied by the fast rate of de-forestation and pollution of the seas, are causinga serious concern to a world increasingly aware of the importance of preserving the38
