第9回優秀賞Article 2 of the Charter sets forth the UN’s principles as: equality of all memberstates; a commitment by all members to fulfil in good faith their obligations underthe Charter ? to settle their disputes with other nations by peaceful means; to refrainfrom the threat or use of force in their international relations; to give the UN everyassistance in any action it takes in accordance with the Charter; and to refrain fromassisting any state against which the UN is taking preventive action(UN 1985: 3, 4).These are the ideals upon which the UN system is founded.Its role is summarised in Article 1 of the Charter, which identifies the purposesof the organization as:(i)maintenance of international peace and security;(ii)development of friendly relations among nations;(iii)cooperation in solvinginternational economic, social, cultural and humanitarian problem, and in promotingrespect for human rights; and(iv)to be a centre for harmonising the actions ofnations towards these goals(UN 1985: 3).Ⅲ.The Post-Cold War Challenges:The Cold War has been one of the single most significant threats to world peaceand to a meaningful globalised international cooperation in various aspects of humanendeavours. It made international concern in pursuit of world peace and advancementas envisaged by the UN ideal virtually impossible. The Cold War polarized the worldinto antagonistic and irreconcilable ideological blocs, however, its end has also led tofundamental political and socio-economic changes which have contributed to renewedeconomic rivalries, border disputes, and interethnic tensions(Vosskuhler 1990: v).In essence, the significance of the end of the Cold War is two-fold: on one hand,there is now a greater possibility of increased international cooperation in the pursuitof the ideals of the United Nations and in strengthening its role. This is because the37
