However, notherapist or crisis manager has the power to compel an individual to adopt helpeither. Individual, organizational or national change may depend on the ability andwillingness of the respective parties to change. Short of brute and overwhelmingforce, no therapist or crisis manager can have the illusion of imposing its will. Evenwhen it attempts to do so, there is no assurance that fundamental change will follow.Without the UN knowing its limits, it has been placing most of its scarce resourcesin the full blown crisis phase. Desiring to take on too much, it has been eroding thevery resources it later needs to take a long term view of crisis management. Even ifit learns to live with the limits that its members currently provide it with ?the UNwill still will be faced with the opportunity of placing its leverage in areas where itcan provide the most impact. Presently, the post-conflict or pre-conflict phases aresuch explosively important opportunities. Preventive Diplomacy must become morethan just a buzz word.By applying lessons gleaned from preventive mental health to preventive diplomacy,reflecting on the conditions that a therapist considers ideal for implementing change,and applying a conditioning mechanism that promotes long term optimal adjustment,the UN may find an unexpected source of inspiration to up-date and focus its ownstrategies for crisis prevention, preventive diplomacy and national change.385
