Jordanian economists to work on a plan for economic transition that would followa peace agreement. 9Many more joint efforts need to be continued and new onesundertaken. Business leaders and other actors are desperately needed.Engendering positive experiences between the Arab and Israeli population mayserve as a proto-type for preventive diplomacy measures both in the pre-conflictphase and post-conflict phase of other hot spots around the world. Currently, the“largemajority of Israelis live without ever meeting a Palestinian, and the only Israelis mostPalestinians meet are settlers, soldiers or foremen.”10How the UN might help the twoparties create concrete cooperative projects that lead to greater trust is one of thecentral challenges ahead.The Secretary General has a few ideas on this point including the bringing of statestogether to,“develop agriculture, improve transportation or utilize resources such aswater or electricity that they need to share, or joint programs through which barriersbetween nations are brought down by means of freer travel, cultural exchangesand mutually beneficial youth and educational projects.”11As such projects areundertaken, it should be remembered that unless conditions are amenable, increasedinteraction will not by itself bring about inter-dependence. To ensure their successcertain conditions and realistic appraisals of what it takes to forge a“psychology ofinter-dependence”between once overtly hostile groups are necessary. 12In addition to promoting joint projects, the UN should be aggressive in publicizingthe success of such projects when they do occur. Since the media is heavily biasedin the negative direction, the UN as part of its preventive diplomacy measures maywant to explore how it might aggressively develop its own communication network.Even in Serbia and Croatia today, there are co-operative efforts that the press neverhears about. Clearly not all Serbs, Croats and Muslims are at each others throats. This project would be of interest to me.
