第12回佳作much of the West Bank to Palestinian control. In many ways, it had much more to dowith preventive diplomacy. The occasion involved the coming together of Israelis andArabs to give a genuine and warm welcome back to the head of the Palestinian teamleader Abu Alaa who had collapsed earlier in the heat of the final critical hours ofnegotiations.The agreement and friendship that grew from great mistrust did not occur bychance. The two teams of about 100 Arabs and 100 Israelis had been virtually lockedup together for more than two months in the same hotel bound in a common cause;to produce an agreement that both could learn to live with. To do so they had toovercome years of ingrained mistrust, hatred and suspicion.There were several elements in the exercise that merit attention and might bereplicated in preventive diplomacy efforts. First, the teams“created a setting inwhich there was no physical way out without an agreement”7They had a commongoal and the common“enemy”became the media. Although it wasn't international,both teams had been isolated from reporters and demonstrators. The Arabs andIsraelis who each lived on different floors of the same hotel ate together and went tothe health club together. Gradually through the whole negotiation?and despite thatthey still disagreed on many points? the once mistrustful and hated enemies forged aclose bond. Israeli generals were taking saunas with Palestinian guerrillas. It is saidthat,“At the negotiation table they fought and wrangled, but away from it they cameto vacation together with their families, and to call each other when they could notsleep.”8Progress forward towards inter-dependence need not be limited to negotiators.
