Today, as most individualtherapists continue to struggle with the same dilemma of balancing symptom reliefwith long term help, it is no wonder that the UN as a crisis manager is also in atough spot. Answers will necessitate taking a fresh look at how the UN as a crisismanager should balance and link its peace-keeping, refugee assistance, relief effortsand development plans.Preventive Diplomacy: Moving the emphasis from Peacekeeping to Peace-BuildingNo other crisis has claimed more of the United Nation’s time and attention then theArab-Israeli conflict in the Middle East. It was from this crisis situation in which theconcept of the United Nations Peacekeepers initially evolved. Appropriately then, itmay be from this historical crisis that the UN takes the opportunity to launch its firststrong dose of preventive diplomacy. Perhaps this critical role of the UN may one daysupersede in importance previous peacekeeping operations. As of yet that day is a farcry away.Preventive diplomacy has been a buzz word lately; however turning the ideainto a concrete program has yet to be accomplished and the processes refined andinstitutionalized. Concrete cooperative projects that link two or more once hostilecountries in mutually beneficial undertakings are in need. These are the confidencebuilding measures that are fundamental to peace.Confidence building measures start small. For preventive diplomacy to come tolife, confidence building measures will have to be developed, studied and re-placated.This will not be an easy task, but the world has recent vivid examples from which itcan learn. On September 28, 1995, there was a historic moment between negotiators,both Arab and Israeli, that had little to do with the details involved in transferring372
