A conflict between the U.S. and Japanmay result in a trade war, 6while one between Muslims, Serbs and Croats has beenreduced to mutual killing.Defining the Goal in Crisis: Keeping A Clear Objective in Preventive Mental Healthor Preventive Diplomacy is necessary for its SuccessUnless one attempts to build and improve development or successful interdependence,one will always be overwhelmed with providing repeated and expensivesymptomatic relief. The therapist who’s ultimate goal is to reduce depression mayin the pursuit of this all consuming objective, fail to push an individual to take thenecessary steps to reach optimal adjustment. In a similar vein, the UN may becomeso overwhelmed with the resources necessary to limit armed conflict or humantragedies, that in the process it may forget the importance of helping its membersmove towards successful development and inter-dependence. To overcome this hurdlethe UN will have to define more precisely what it means by preventive diplomacyand inter-dependence.Unless the UN makes the difficult, conscious and determined choice to moveforward with a concrete implementation of preventive diplomacy, the immediate and6 Even this is painful for both parties as their economies are so inter-woven that taking action against the otherresults in often hurting oneself in the process.371
