The purpose of this is to ensure the armed forcescan effectively accomplish the mandate given to it by the Secretary Council.Peacekeeping operations are, in reality, the most visible of all UN activities. Theseevents must be carefully and thoughtfully engineered before even the first troops arescheduled for deployment. A standing armed force, with the appropriate commandand control structure is an absolute necessity. Additionally, this force must interactwith the military structure of other member states that might participate in a policeaction. Without these changes, the probability is high that future efforts will result insimilar outcomes such as in Bosnia or Somalia.CONCLUSIONIn terms of human life, fifty years is a considerable period of time but for anorganization or sovereign state, fifty years is a mere sweep of a clock’s secondhand. The United Nations is an instrument of humankind’s collective values andintellect. Over time these values commute as humankind’s intellect transfigures. TheUnited Nations ascended and was fomented in an environment which was largelybipolar. That environment is no longer relevant. The United Nations must adjust it303
