They address the issue of how large theUNSC table should be and who should be represented at that table. What is missingis a discussion of changing the functionality or responsibilities of the UNSC membersas described by Articles 23 through 54 of the United Nations Charter. In the opinionof the author, the UNSC is fairly well defined. In fact, with the demise of the Sovietempire, the UNSC should be given a chance to operate according to the principlesthat were laid out for it fifty years ago. It may now be freed from the traditional, ColdWar era, bipolar tug-of-war that hampered its effectiveness in the past.Concentrating then on the composition of the council, the following arerecommended for study and action:? Expand permanent membership to nine seats, including the capability ofexercising veto. Geographically, the seats should be reserved for a Europeanmember(i.e., Germany), an Asian member(i.e., Japan), an African member,and a Central or South American member;? Establish guidelines which clearly delineate the responsibilities of the additionalmembers and allow a method for removal of said member if it did not fulfill itsobligations. This would then allow other members within a geographical regiona chance at acquiring a position at the table; and? Increase the number of non-permanent seats to allow for greater representationfrom the developing and third world countries. The representation shouldcontinue to be for a specific period of time consisting of three year intervalsrather than the current two year team.A minimum set of recommendations have been proposed because, in the author’sopinion, the true potential of the UNSC has not been sufficiently tested since the29615 Stanley Meisler, p. 10.
