This contingent should actively perpetuate a course in which our world isharmoniously united under one fiat;? Establish a Legion of International Mediators ? for the purpose of interposingin international conflagrations. As proposed by Mikhail Gorbachev, this Legionshould include eminent, prominent and experienced international leaders 10tobe called on to mediate and resolve disputes. Additionally, this legion shouldbe tasked with developing and training future leagues of mediators in order todescry any presages or emergent discords which can surface anywhere aroundthe planet;? Decentralize or disburse prospective United Nations burdens through intensiveuse of regional and hemispherical organizations, such as the Conference onSecurity and Cooperation in Europe(CSCE), the Organization of AmericanStates(OAS), and the Organization for African Unity(OAU), to resolve andprevent worsening disputes between neighboring states or within a singleterritory. The Secretary-General’s recent remarks emphasizing his effortsto“foster greater regional cooperation, particularly in the area of peace andsecurity.”11 bear witness to this concept; and? Strengthen the relationships between international economic and financialorganizations(e.g., the International Monetary Fund(IMF), World Bank, theWorld Trade Organization(WTO)[predecessor to the General Agreementon Tariffs and Trade(GATT)], Organization for Economic Cooperationand Development(OECD))and the United Nations.
