or woman on the street would probably comment on the body of bureaucrats,headquartered in New York City, that sends blue-helmeted troops to varioustrouble spots in the world in what are called Peacekeeping Operations(PKOs).The United Nations is, however, much more than an organization who sends troopsfor peacekeeping and humanitarian assistance. It consists of six main bodies: theGeneral Assembly, the Economic and Social Council, the United Nations SecurityCouncil(UNSC), the Secretariat, the Trusteeship Council, and the InternationalCourt of Justice. Each of these bodies, in turn, has numerous commissions, panels, andcommittees that form the nucleus of the United Nations. These appendages, in turn,vary widely in their inducement. It is this wide divergence which, it may be argued,is precisely why the UN is an ineffective organization. It tries to be all things to allpeople. Its impetus, however, is not the same as a country nor is it analogous to anentrepreneurial corporation.At one end of the spectrum it lacks the sovereignty of a nation and, at the otherend, the strategic focus of a profitable business enterprise. Where exactly does anorganization like the United Nations belong? Somewhere in between most likely. Butreading newspaper articles does not help the average person to grasp the underlyingpurpose of the United Nations. A sampling of UN related articles includes reportson UN efforts to: sign a pact to fight desertification causing hunger among millionsof people; 2curb the perceived rampant problem of bio-piracy by multinationalagricultural and drug companies; 3create more elaborate arrangements to combatorganize crime; 4 and promote“the architecture of peace and prosperity”5 throughfollowing“the blueprint of trade.”6There are even efforts underway within UNprovince to try to develop ways of preventing natural disasters. On top of thoseexamples, add the traditional roles of humanitarian assistance and peacekeeping.
