antagonists in its endeavors to be a serious, effective organization dedicated toworld peace and prosperity. It has, at times, been labeled a“puppet”organization,manipulated by the United States of America(USA)and the Union of SovietSocialistic Republics(USSR)against one another. Then suddenly, the communistfaction, symbolized by the USSR, shattered and the United Nations was thrust tothe forefront as a premier, neutral organizational body capable of directing globalexistence and development. Out of the rubble of that shattered empire, detritalcountries emerged and introduced the world to a proliferation of regional, ethnic,and religious confrontations that were previously held in abeyance by the old Sovietregime. Additionally, as other sections of the globe have flared, UN member stateshave called out for UN action, assistance, and intervention. These developments havestretched, bent, and twisted the UN in ways many thought improbable. In essence,the game had changed but the United Nations was still playing with the same, ColdWar era defined rules. It is no wonder then to learn that there are numerous opinionsregarding the relative success or failure of UN operations over the past fifty years.Regardless of those opinions, the United Nations is, essentially, an instrument andtool; just as a torque wrench, stethoscope, or oscilloscope are instruments and tools.Each was designed for a specific purpose. Each one measures certain variables suchas torque, heart rate, voltage, or, for that matter, world peace and stability. Eachis valid only as long as it is used for its intended purpose. And each needs periodiccalibration and maintenance.Viewed in this context, is should be clearly understood that the United Nations isin need of recalibration and reform. The past five years alone justifies this exigencyfor reform, reorganization, and change. Within that span of a half century, theworld has witnessed the debasement of the Iron Curtain; cooperation among former290
