INTRODUCTION第11回努力賞“PROMULGATION of UNIVERSAL PEACE in the21st CENTURY: A Mandate for Reformation of theUnited Nations”The United Nations(UN)teeters on the threshold of its first fifty years ofexistence. Within that tenure, it has been an organization dedicated“to savesucceeding generations from the scourge of war,…to reaffirm faith in fundamentalhuman rights, in the dignity and worth of the human person,...”1as well as othercardinal tenets for peaceful cohabitation and social and economic development andintegration of the planet Earth. It is therefore appropriate, as the UN prepares tostep over that threshold ? towards a century of continuance ? to reflect, measure andanalyze its performance toward reaching these laudable goals. Additionally, it is atime to adjust or reform UN operating principles and methodologies(and possibly itscardinal tenets)to better anticipate and meet the expectations of world developmentsin the coming twenty-first century.Peering at the reflecting pool which constitutes the UN’s history, it is importantto view how world affairs were structured and presented in the periphery andbackground of that history. Dominating those years is a world which could beaptly characterized as a bipolar, dichotomous environment ? a Communist versusDemocratic ideological realm.
