それができるのは安保理の同意がある場合に限られているため大国の利害に関する安全保障上の問題をその処理が決定する以前に総会が知り、討議することは難しい。そこでこの制限の部分を削除しようというのである。憲章12条2項［総会と安保理との関係］The Secretary-General, with the consent of the Security Council, shall notify theGeneral Assembly at each session of any matters relative to the maintenanceof international peace and security which are being dealt with by the SecurityCouncil and shall similarly notify the General Assembly, or the Members ofthe United Nations if the General Assembly is not in session, immediately theSecurity Council ceases to deal with such matters.（underline added by author）また7章問題を検討する委員会を総会の付属組織として設置して、有効な意見調整を促進することを望む。このような委員会によって問題の処理過程を民主的にしようという提案はアメリカもしているため、憲章改正による実現は十分有り得る。安保理に加重投票特定多数決制今や純粋に安全保障上の問題のみならず、難民問題や人道援助の問題などの社会問題をも取り扱うようになった安全保障理事会を改編することは、安全保障を第一の存在目的にする国連において安保理が強制力を持つ決定をすることができる唯一の機関であるために当然要求されるものである。ではどのように変えるべきか、私の案を提示する。安保理の任務について定めた国連憲章24条によると、「国連の迅速且つ有効な行動を確保するために」、「国際の平和および安全の維持に関する主要な責任を安全保障理事会に負わせる」とある15。迅速且つ有効な行動を確保することができる限り、理事国を増やすことは安保理の存在意義を何ら損ねないはずである。また24条には、加盟国の代表としての安保理、という発想が見える。ならば、理事国構成に地域代表性を加味することももっともである。安保理の実効性を損ねない限度で成国を増やすと同時に非常任理事国を再選可能にすれば地域代表性の確保に資するだろう。27015 Paragraph 1 of Article 24 of the UN Charter states:“In order to ensure prompt and effective action by the UnitedNations, its Members confer on the Security Council primary responsibility for the maintenance of internationalpeace and security, and agree that in carrying out its duties under this responsibility the Security Council acts ontheir behalf.”
