Potential collaborators include the Central Intelligence Agency and theFederal Bureau of Investigations in the US, Interpol, the Israeli intelligence apparatus-Mossad, and many other government and non-government information collectionagencies. Again, the principal reason for this effort is to ensure the UN has timelyand accurate information regarding ongoing and potentially upcoming military and/or relief activities. This suggestion is not, however, an advocation for creation of anOrwellian organization.Ⅶ.MONITORINGMany times the UN is called upon to ensure the integrity of newly orderedelections, withdrawals of troops, and weapon inspection and monitoring. Theseefforts helped to stabilize otherwise tense situations. They are extremely importantwhen it involves the establishment of new governments that may have been formerdictatorships. The United Nations already has affiliate organizations to conductthese missions and should focus its self analysis on creation of streamlined, efficientoperations. Investment in technology which can further enhance the monitoringefforts should be undertaken after cost benefit analyses have been performed. Thisrole is one which, when conducted properly, leads to a more stable regional - andworld-wide environment. These activities should be coupled to direct UN sponsoredsanctions when the results of the monitoring indicate violation of the basic agreementsand/or contracts set in place. There already exist examples of these activities.Weapon monitoring in Iraq quickly comes to mind. These activities might be moretightly coupled and integrated with analysis efforts being conducted by the UnitedNations University or an equivalent analysis department within the UN.Often times, these activities are welcomed by the host nation or infant government159
