Through education and awareness-building activities, people need torealise their basic rights and change their perception that laws are made againstthem; instead, an understanding should be instilled that they can use laws againsttyranny, harassment and peace-threatening activities. In particular, as the crux of theinternational morality, individuals should be familiarised with important internationalhuman rights instrument including the U.N. Charter, Universal Declaration on HumanRights, International Covenant on Civil and Political Rights and International Covenanton Economic, Social and Cultural Rights. In addition, human rights lawyers should beencouraged to utilise the Optional Protocol of the International Covenant on Civil andPolitical Rights as a legal recourse on individual cases if the domestic judicial recourseis exhausted. For the purpose of awareness-building and resultant empowerment ofpeople, national and international NGOs and U.N. agencies from a wide variety if fieldsneed include human rights promotion as an essential part of their activities.Peace cannot be attained only through political and conflict-preventive measures.Philosophical underpinning towards peace ? international morality ? has to be clearlyestablished and firmly upheld. Towards this end, a common direction has to beorchestrated around the axis of human rights in all segments of the internationalcommunity.ConclusionThe end of the Cold War brought us uncertain change. Indeed, change is not anunequivocal prelude to improvement; events in the past five years have shown thatchaos accompanies changes. However, it is also true that change is a prerequisiteto improvement. The real challenge is still to come as we approach the twenty-firstcentury.142
