Once again most critical in this under taking is that the Security Counciloutreaches to the field through the Permanent/Special Rapporteur and that directinteraction is maintained throughout the efforts.Ⅳ.Establishing Quick Response Units(QRUs)through RegionalArrangementsThe above-described confidence-building activities are designed to calm incipienttensions. However, in case this is deemed ineffectual, ensuing step against furtherescalation needs to be implemented. For this purpose, deployment of Quick ResponseUnits(QRU)would become instrumental.In principle, the creation of the QRUs have the similar philosophical underpinning asthat of Peace Enforcement Units(PEU)proposed in Ghali’s“An Agenda for Peace”. 13However, the operational framework differs significantly from his proposal, as the ideaproposed here puts more emphasis on regional security arrangement ? NATO, WEU,CSCE, CIS security arrangement, 14OAS, etc ? in responding to localised conflicts.13ガリ、14~15項。14 The security arrangement among six former Soviet Republics ?
