Special CPR, who is authorised by the Security Council to engage in on-site mediation,is to be made. 8The early-warning network consisting of various U.N., international and nationalentities in a host country is build upon member organisations’propinquity to localcommunities and people. This closeness enables the network to catch a disease at thevery early stage so as to make its treatment easy and inexpensive. The U.N., as thesupranational organisation with substantial resources and political leverage, shouldtake the initiative in formulating or formalising such a network in each host countryor region.Ⅱ.Streamlining the U.N. SystemSending a message of warning is of little use if it is buried in the bureaucraticlabyrinth and the receiving side is slow to react. U.N. and NGO staff in the fieldoften complain of inaction by the higher echelon of the U.N. system. Jeffrey Clark, aconsultant affiliated with the United States Committee for Refugees, airs his frustrationover the initial inaction towards the situation in Somalia by the U.N. Security Council:“Until shamed into action by U.N. Secretary General Boutros Boutros-Ghali, theSecurity Council’s early response to indicators of Somalia’s approaching tragedy wasvirtual inertia [.]”9From the side of the decision-makers, the distance between themand where things are actually happening is also acknowledged.
