It may be, amongothers, the office of the United Nations Development Programme（UNDP）, UnitedNations High Commissioner for Refugees（UNHCR）, or United Nations Children’sFund（UNICEF）. The personnel working for these organizations is situated mostclosely to local communities of the host country and thus most sensitive to anysymptom that indicates deterioration of the normal situation. The early-warningnetwork could not be established without their involvement.2．InternationalNGOsFor similar reasons, international NGOs need to be included in the network.There are three types of international NGOs operating at the field level, namelydevelopment-oriented, humanitarian and other types of NGOs. First, developmentorientedorganisations such as CARE, OXFAM and the Japan International VolunteerCenter（JVC）are in the best position to detect wary events and undue change in thegeneral atmosphere in local communities at the earliest possible stage, as their staff isdeeply involved in the daily life of communities and experiences frequent interactionswith local people.Second, organisations such as the International Committee of the Red Cross（ICRC）,working on humanitarian assistance, are also able to contribute greatly to the functionof the early-warning network. The strength of the humanitarian relief organisationslies to in their close contact with victims of natural and human-made disasters. Frommovement of victims and magnitude of displacement, one could detect the location ofgrave concerns. Moreover, interactions with victims often reveal information relatedto secondary effects of disasters which may transform into destabilizing factors in129
