Discussed in this paper is an operational framework to put the above-mentionednew idea into practice and build the real peace. The proposed framework ? LocalisedConflict Prevention Mechanism ? contains five interrelated activities: Networkbuildingfor early-warning, streamlining the U.N. system, confidence-building, creatingQuick Response Units through regional arrangements and establishing a normativeframework based on an international morality.Early-warning network serves as an eye and ear to alert any apprehensivesituations. Restructuring the U.N. system with more operational and organizationalemphasis on the field facilitates and streamlines information flow. Confidencebuildingactivities attempt to reduce and contain tensions before they get out ofcontrol; for this, grass-roots mediation is more appropriate than grandiose diplomacy.Although the need for a U.N. standing army is duly recognised, as Secretary-GeneralGhali’s proposal suggests, in reality, a more practical avenue has to be soughtincluding utilising the existing regional security arrangements. Finally, any effort toestablish long-lasting peace could not be rewarded if ideals were to be left aside; aninternational morality should be defined and firmly upheld.Real peace cannot be achieved through a top-down approach. Individuals andcommunities need to be actively involved, for they are the ones who determine thecourse of their destiny. Accordingly, U.N. operations have to permeate into grass-rootswebs of small communities and individuals.122
